5.0 Energy and Other Utilities
5.1 Electricity Rates
    Alberta Power Ltd. who provides standardized rates for Alberta services the Municipal District of Big Lakes. As of July’98 monthly electric rates are as follows: 
Residential Rates:  
Customer Charge $11.90
Energy Charge – All Energy 7.48 / kilowatt hour
Minimum Monthly charge $11.90
Standard Small General Service Rates:  
Option A: Energy Only  
For the first 50 kilowatt hours per kilowatt of billing demand 16.0 / kilowatt hour
For energy in excess of 50 kilowatt hours per kilowatt of billing demand 8.0 / kilowatt hour
Option B: Demand and Energy  
Demand: All kilowatt of billing demand $4.05 / kilowatt of demand
Energy: For the first 200 kilowatt hour per kilowatt of billing demand
For energy in excess of 200 kilowatt hour of billing demand
7.53/ kilowatt hour

3.38 / kilowatt hour

Minimum Monthly Charge  $20.25
Farm Rates:  
All Energy 5.26 / kilowatt hour
Monthly Overhead and Maintenance Charges $11.05 / service plus $1.98 / kilovolt amps
Monthly Capital Recovery $7.57 / service plus $1.87 / kilovolt amps

5.2 Natural Gas Rates

The Prairie River Gas Co-op Ltd. is a member owned co-operative that serves the rural area with natural gas. This area includes all the rural gas distribution within a 40-mile radius of High Prairie, including the Peavine Settlement, East Prairie Settlement, and the Driftpile Reserve. They also service the Hamlets of Joussard, Grouard and Enilda, excluding Sucker Creek who own their own 
Co-op.

    The Swan River Natural Gas Co-op is a member owned natural gas co-op formed under the Alberta Government Rural Gas Program to bring natural gas service to the communities and rural areas it serves. The office is located in Kinuso and the organization was incorporated in April, 1980. The service area includes Faust, Kinuso, Swan River First Nations, Canyon Creek, Widewater/Wagner, Mitsue Subdivisions and the surrounding rural areas.

  • For all customers the cost per Giga- Joule is $ 3.90
  • 5.3 Water and Sewer Service

    Sewer Service 

    For all areas within the M.D. the sewer rates are 50% of the water bill. 

    Joussard
    The Hamlet of Joussard waste water system consists of:

    • 3 lift stations
    • A waste water treatment plant with 2 anaerobic cells, 1 facultative cell and 1 storage cell with a design capacity of 84,000 m3 and a retention time of 12 months based on a per capita flow of 460 litres and a population of 500 persons.
    • Treated wastewater outfall goes from the storage cell to Mission Creek and ultimately to Lesser Slave Lake.
    Faust
    The Hamlet of Faust waste water system consists of:
    • 2 lift stations
    • wastewater stabilization pond with 4 anaerobic cells, one facultative cell and 2 storage cells
    • the design capacity of each cell is 28,000m3 and total storage capacity is 56,000m3
    • The storm drainage system consists of surface drainage; there is no underground collection system or outfall structure.
    Grouard
    The waste water system for the Hamlet of Grouard consists of:
    • pumping stations and transmission lines to the waste water treatment plant
    • the waste water treatment plant includes 2 anaerobic cells, 1 facultative cell and one storage cell
    • treated waste water outfall discharges to a ditch, then to a wetland area and ultimately to the Grouard Channel
    Enilda
    The waste water system for the Hamlet of Enilda consists of:
    • one lift station and 1930 metres of gravity sewers
    • waste water treatment includes 1 storage cell with total volume of 41,470m3 and 1 treatment cell 6,820m3.

    Recycling: The Municipal District of Big Lakes has recycling bins at Enilda, Faust, Grouard, Joussard, Kinuso and Sunset House. The actual recycling process is done outside the region.

    5.5 Communication

    Cable Television

    There is no Cable service to rural areas including the communities of Swan Hills and Kinuso. High Prairie is served by KBS-TV. Various Cable packages available on monthly fees.
