Jacques Raudot wrote: The inhabitants of New France have an insane tenderness for their children, imitating the savages, which prevents them correcting them and from forming their characters (honor).
The Marquis de Vaudreuil, governor-general of Canada, in 1706 demanded of the Ottawa of Detroit certain captives as slaves for the allied Sonnontouan to replace their men slain by the Ottawa, and others to be slaves to the French, in return for a missionary and a French deserter they had killed. The slaves were duly presented in 1707.
John March of Newbury received a commission to take Fort Royal in Acadia. One thousand and seventy six English, with four hundred and fifty sailors, are under his command. Fort Royal, defended by Governor Subercase with Intendant de Goutin and three hundred French, repelled the English (speaking people) in June. Unable to breach the Fort, the army returned to Boston.
The Montreal farmer's market opened this year, and farmers are forced to first to bring their produce to the market before selling it door to door. The grain trade, however, took place in the country. The sale of liquor on Sunday is prohibited because of a complaint by Father Gauthier of Beaupre, Quebec. Two inhabitants were drunk during service, and others would leave the church during the sermon to smoke. Everyone is hereby prohibited from quarreling or talking in church and from leaving during the sermon or from smoking at the church door or about the church.
The use of playing card money in Canada is still supported, as the citizens are made more submissive to the Kingdom of France.
The population of New France is 16,417 persons.
Pierre Le Moyne'd Iberville et d'Ardillieres (1661-1706) of New France, a ruthless, cruel man, conducted his last campaign against the English by plundering the English colony of Nevis in the West Indies. He died of yellow fever but was convicted of various charges, and most of his estate was seized in reparation.
Fort Aouanagassing aka Fort Des Sauvages is built at Isle Aux Tourtes (an island near the mouth of the Ottawa River).

Intendant Jacques Raudot (1705-11) complained to the King of France about seigniorial abuses in Canada, of onerous rents and refusal to grant lands which was in violation of the Kings intentions. He also wrote: the residents of this country have never had a proper education because of the over-indulgence resulting from a foolish tenderness shown to them by their mothers and fathers during their infancy. In this they imitate the savages. It prevents them from disciplining the children and forming their character. They developed a hard and ferocious character and show no respect for parents, superiors and parish priests. Raudot proposed establishing a resident school master in each parish.
(II)-Robert Chevalier Beauchene (1686-1731), a voyageur, on raiding expeditions against the English colonies this year, became a pirate (Acadian Privateer) out of Acadian, preying on the English colonies.
An epidemic hit Acadian killing many colonists.
A decree forbade Montrealers from taking home loose women.

July 25: La Salle wrote from Fort Louis that the Coureurs de Bois from New France are stirring up tribes to war, so that they might obtain captives for sale.

John March, an English man had burnt the houses outside the fort, killed the livestock and destroyed the crops.

Louis Cous dit Montour, Metis, who could speak French, Huron, Algonquin, Iroquois and Sioux is assassinated on orders of Marquis de Vaudreuil (1643-1725) Governor by Joneaire, a French soldier. Louis was serving as interpreter and intermediary between Albany and the Indians of the West. As a result the Couc dit Montour family and many other Metis became resistant to France.

April 13: Jacques Raudot (1705-1711), the Intendant, on April 13, 1709, by order of the French King, endorsed the slavery of Pawnis (Indian) and Negros in New France. "All Pawnis and Negroes who have been bought and who shall be purchased hereafter, shall belong in full proprietorship to those who have purchased them as their slaves". This would not be fully eradicated until 1834. The slaves will belong in freehold to their owners if purchased. It is not stated how the slaves are acquired in order for the first purchase to take place.

(I)-Jacques Raudot (1638-1728) is Intendant of New France 1710 to July 1711. He was considered sociable and cultured, but he had an emotional nature and was quick to take affront. He had a low opinion of Canadians in general and resented Governor Vaudreuil's (1643-1725) pre-eminent position
Intendant Antoine Denis Raudot prohibited the habitants of Lachine to leave church during the sermon, or to chat, flirt, or indulge in any form of immodest conduct during divine service.

September 10: A second army from Boston sets out to take Fort Royal. The army includes four hundred British marines and one thousand, five hundred provincials, half commanded by Francis Nicholson (1655-1728) and half by Samuel Vetch (1668-1732). Fort Royal defenses include two hundred and fifty French. They capitulated within three weeks and 250 people were loaded on three ships and sent back to France.

Word reached Quebec that Sir Hovenden Walker and Jack Hill had assembled twelve thousand troops, nine warships and sixty transports in response to Queen Anne's request that she must have Canada. Monsieur the Marquis de Vaudreuil ordered all settlers to erect stockades in the forest to put women and children, cattle, furniture and effects, leaving nothing of use to the English-speaking people when invasion comes. All settlers capable of bearing arms are to go to Quebec where an abundant supply of provisions and munitions of war are on hand. Monsieur de Lomguevil of Montreal was making similar arrangements. On July 30, the American fleet sailed from Boston reaching Gaspe Bay on August 18, and Anticost Island by August 22. That night ten transport ships, under the command of Hovenden Walker, are driven on the rocks during a storm and resulted in the loss of seven hundred men (others suggest it was closer to 1,000 men). Others suggest 19 warships and 41 other ships with 11,000 men; seven transport and supply ships were lost with as many as 950 men. The English (speaking people) concluded that navigation, at this time, was impossible, and they withdrew and returned home.
To accelerate colonization, an edict demands all inhabitants to occupy and begin clearing their lands within a year of concession, and permitted Seigniorial to repossess vacant lots. Some Seigniorial used this edict to get rid of those who failed to pay their dues.
Illegitimate births in Quebec are recorded as 31 between 1711 to 1720.

The value of card money in circulation in Canada is now approaching 1,300,000 livres, and France will only honor one half the value of the cards, causing much distress among the merchants.

The Intendant issued an ordinance forbidding the bachelors of Montreal to maintain their mistresses in the town in so flagrant a manner.
Pope Clement XI condemned the reading of Holy Scriptures by lay men; as some were reading it unwisely.
Some suggest Fortrell of Louisbourg, Nova Scotia (Acadia) located Cape Breton Island, Nova Scotia is established this year. Others suggest it was started 1717, others say the actual fortification program started in 1719 and was not completed until 1740. April 11: The aging King Louis XIV representative signed the Treaty of Utrecht (Holland), restoring Acadia to its ancient boundaries and conceded Acadia to Britain, as is the Bay of the North (Hudson Bay) and Newfoundland except for some fishing privileges. France retained in Acadia, Isle Royale (Cape Breton Island) and Isle St. Jean (Prince Edward Island). Cape Breton Island, at this time, had only one French family and about one hundred Natives. It also recognized the Iroquois as British subjects. Acadia at this time is named Nova Scotia.

French citizens of Placentia, Newfoundland, against there will, move to Isle Royale. The French of Nova Scotia, threatened with being classed as rebels unless they moved to Isle Royale, resist relocation. Three hundred agreed to move. However, only a dozen or so make the move. Louisberg, Isle Royale began to grow with a reputation as a sordid town.
The estimated number of Coureurs des Bois in the hinterland of Canada is at least two hundred. They can never be compelled to remain in the settled areas, no matter what punishment or chastisement is threatened. These men should be considered useful to the colony for their abilities in times of war and for the merchandise they bring to the Indians who will then, not trade with the English.
Father Felix advises that the few inhabitants of Isle Royale are not permitted to sow wheat, as all flour is to be drawn from Canada in order to increase the value of wheat and land of assigned seigniors to whom they must pay their dues.
