The French Canadian slave trade is flourishing, most being employed by the Church.
The Indian slaves only survived to age 18; whereas the Negro slave survived to age 25.

Begging is forbidden, and many died of starvation during food shortages rather than admit to being poor.

(I)-Claude Thomas Dupoy (1678-1738)  Intendant New France August 1726 to September 1728, issued regulations forbidding tavern-keepers, hotelkeepers and innkeepers to sell soldiers anything to drink in the morning except a little brandy and wine. He ordered them not to sell any liquor to lackeys or domestic servants, in or out of livery, at any hour of the day without written permission of their master.  They cannot accept goods in trade from youth for drink.  Stubborn, inflexible and preoccupied by his status, by late 1726 Dupoy had already begun the quarrels with Governor Beauharnois (1671-1749) that continued until his departure.  Dupoy was recalled in 1728 in challenging the colony's ecclesiastical authorities over Bishop (I)-Jean-Baptiste de La Croix de Chevrières de Saint-Vallier, second bishop of Québec, (b1653-1727) death and funeral.  The Bishop was denounced for his writings, Catechism (1702) and Ritual (1703), as heretical, and little effort was made to gain his release when he was captured and imprisoned in England.  His arrival 31 July 1688 was followed by 16 years of crisis as the autocratic bishop sought to combat drunkenness, immodest dress, blasphemy, dancing, immorality and profiteering.  Despite his faults, Saint-Vallier was considered a pious man.

France again issued The 'Conge de Traite' (Permits) which allows a limited number of canoes, with three men per canoe, to trade the interior, and it will stay in force until 1760.  This appears to be the first time that Voyageurs are also called engages or canotiers.

About one hundred French are constructing a fort at Niagara, essentially to restrict trade with the Iroquois- or so believes Governor Burnet of New York.
