Even though we live in Canada we don't face snow very often here in Lethbridge. It's generally very dry here with little precipitation of any sort. We - and especially the Dexter - are always very excited when there is snow in town.
The city administration, however, is very unexcited when there is snow in town. They don't plow the streets. The most they do is spread some dirt where there are stop-signs on downhill streets. No dirt if you have the right of way: I mean, after all, who in his or her right mind would consider using breaks if there is no stop-sign???
