Suncor Project Labour Agreement

Proposed terms and conditions of work applicable to the Voyageur and other named Suncor Projects
 

Why would we do this :
- To attract and retain workers who want to fly in and out of Fort McMurray Projects
- To secure work for Union contractors and Union members
- To attract workers away from our competitors who are using CLAC or Merit work forces
- To regain our position as the dominant supplier of construction services in the Fort McMurray area
What do we get:
Exclusive opportunity to bid for union contractors employing trades who sign PLA on the following scope of work:             - Voyageur Cokers
            - Voyageur Diesel Hydrotreater
            - Voyageur Gas Oil hydrotreater
            - Millenium Naptha Unit
            - Steepbank Extraction Plant (Plant 300)
Schedule for Alberta Residents (Schedule 1) :
- Fly-in fly-out schedule for Alberta workers
- 10 days on followed by 4 days off
- Monday, Tuesday, or Wednesday start
- Each day the first hour and last hour paid at double time
- The 8 hours between the 2x hours paid at straight time
- Total = 120 hours paid for 100 worked
- All other hours paid at double time.
Schedule for Non-Albertans (Schedule 2):
- Fly-in fly-out schedule
- 5 weeks on followed by 1 week off
- 6 work days @ 10 hours/day followed by one day of rest
- 1st and 6th day paid at first and last 2 hours @1.5X other 6 hrs @ straight time
- Other four days paid at 1.5X for 1st hour and last 2 hours
- Effective premium = 16.7% - hours outside of schedule paid at double time
Comparison - Alberta Resident to Non-Resident :
- Over 6 weeks Alberta resident earns 360 hours while non-Alberta resident earns 350.1 hours.
- Both will have worked 300 hours
- Both will have 12 days of rest scheduled
- Travel costs higher for non-Alberta residents
- Costs to client are roughly equal
Other Provisions:
- Term 5 years – renewable unless notice to terminate served (article 6)
- Scope of Work = specified silos of the Voyageur Project plus Millenium Naptha and Steepbank Extraction
 Plant plus other work agreed by all Parties
- No strike no lockout (article 4)
- Exclusive Union work conditional on ability to supply 95% of worker requirements (clause 1.03)
- Liaison Committee created (article 8)
- Air transportation – (clause 11.02)
- Lay offs based on ratio of Alberta residents to travel cards (clause 18.00)*
- Forman hire as per Shell agreement (17.02)*

* Note these last two clauses were of some concern to ABTC affiliates
and have now been
addressed in Schedule 4 of the revised PLA dated January 15, 2008
